CHALLENGES IN THE IMPLEMENTATION OF DIGITAL GOVERNMENT IN THE STATE OF PIAUÍ

This study aims to understand the challenges of implementing digital government in the state of Piauí, based on the perceptions of state bureaucrats involved in the execution of the Digital Transformation (DT) policy. The relevance of this study lies in the importance of digital government for the modernization of public administration and in the need to empirically understand the obstacles faced in subnational contexts. The research adopts a qualitative, descriptive, and exploratory approach, using a single case study design. Data were collected through interviews with public officials from strategic agencies involved in the state’s DT policy and analyzed using thematic content analysis, as proposed by Bardin (2011).The results indicate that the challenges are concentrated in three dimensions. In the social dimension, limitations related to digital inclusion and literacy, as well as socioeconomic inequalities, stand out, restricting the use of digital services. In the organizational dimension, resistance to change, bureaucratic rigidity, and the need for process restructuring are أبرز. In the institutional dimension, weaknesses are observed in data governance, citizen participation, and innovation policy. It is concluded that the effectiveness of digital government depends on the formulation of strategies capable of overcoming factors that go beyond the mere adoption of technologies.
