Epidemiological Profile of Elderly Hospitalizations for Primary Care Sensitive Conditions in the 10th Regional Health Division of Paraná from 2019 to 2023.

Abstract

The Family Health Strategy (FHS) was conceived as an expanded model of primary health care, aiming to improve the quality and accessibility of health services throughout the country. This strategy seeks to optimize the use of available resources and to more rationally integrate the different levels of health care. Faced with Brazil's new demographic and epidemiological reality — marked, among other factors, by the growth of the elderly population — the health system faces increasing challenges in meeting the demands of all age groups. In order to enhance the quality and resolution capacity of primary care, new instruments for monitoring and evaluating the health system have been implemented. In this context, on April 17, 2008, Ordinance No. 221 was published, creating the Brazilian List of Primary Care Sensitive Conditions. This list organizes, according to the Tenth Revision of the International Classification of Diseases (ICD-10), groups of hospitalization causes that could be avoided through effective primary care interventions. Based on this list, an indicator known as Hospitalizations for Primary Care Sensitive Conditions (ICSAP) was developed. This indicator allows for the assessment of both the effectiveness of primary care and the potentially avoidable use of hospital care. Therefore, it is an important tool for analyzing the performance of primary health care in different localities and among the populations served. The present study analyzed data related to the 10th Health Region of Paraná, obtained from the Hospital Information System of the Unified Health System (SIH-SUS), available through the Informatics Department of SUS (DATASUS). The results contribute to a better understanding of the demands and challenges faced within the coverage area of Primary Health Care in the referred region.
