ANALYSIS OF PUBLIC TOURISM POLICIES IN LUÍS CORREIA: PLANNING, IMPLEMENTATION, AND IMPACTS ON THE PARNÁIBA DELTA ENVIRONMENTAL PROTECTION AREA

By investigating the planning and execution of public tourism policies in Luís Correia, focusing on the Delta do Parnaíba Environmental Protection Area (APA), this research analyzes state and municipal planning instruments, as well as data on budget execution and the labor market, evaluating the alignment between strategic guidelines and effective actions aimed at sustainable tourism. As a result, the research points to structural challenges, such as the fragmentation of investments, the lack of integration between different levels of government, and low transparency in the application of resources. It also observes that tourism, although recognized as an essential activity for local economic development, faces threats such as uncontrolled growth, real estate speculation, and fragile infrastructure. The research suggests strategies to improve public tourism policy in the region, highlighting the need for monitoring mechanisms, greater community participation, and more integrated policies that reconcile economic growth and environmental preservation. Therefore, the study contributes to the advancement of the academic debate on sustainable tourism and also offers practical recommendations for the formulation of more efficient public policies in protected areas.
