TRANSPARENCY AND MUNICIPAL ENVIRONMENTAL LICENSING: AN ANALYSIS IN LIGHT OF INSTITUTIONAL THEORY IN SOUTHWESTERN PARÁ

This study analyzes transparency in municipal environmental licensing in Southwest Pará from an Institutional Theory perspective, understanding licensing as an institutional arrangement that influences environmental governance at the local level. The authorization of environmental management, foreseen in the National Environmental Policy and regulated by Complementary Law No. 140/2011, is addressed not only as a transfer of administrative competencies, but also as a process of reorganizing formal rules, institutional routines, and state capacities that condition the predictability, publicity, and legitimacy of public decisions. The research adopted a mixed-methods approach, applying questionnaires and interviews to environmental managers and analysts from the municipalities of Jacareacanga, Itaituba, Aveiro, Novo Progresso, Trairão, and Rurópolis. The results indicate that, although the municipalities are formally authorized to carry out environmental licensing, challenges persist related to administrative structure, technical capacity building, and consolidation of management instruments factors that directly impact the operational transparency and governance of municipal environmental licensing processes. It is concluded that municipal licensing creates relevant opportunities for strengthening local environmental management, but also reveals institutional asymmetries that condition the quality and effectiveness of environmental licensing in the subnational Amazonian context.
