Abstract

This article comparatively analyzes governance models in public policies for Research, Development and Innovation (RD&I) in the Manaus Free Trade Zone (ZFM) and the Shenzhen Special Economic Zone (ZEES), focusing on the institutional arrangements that shape innovation outcomes. Based on literature review and documentary analysis, innovation governance is operationalized through four comparative dimensions: regulatory autonomy, incentive instruments, institutional articulation and adaptive capacity. The findings indicate that Shenzhen has consolidated a denser and more responsive innovation ecosystem, supported by strategic state coordination, strong links among government, firms and universities, and a combined use of regulatory and financial instruments. In contrast, the ZFM remains more dependent on tax incentives, with lower institutional flexibility and weaker integration among actors in the regional innovation system. The study also discusses limits of the Chinese case, thus avoiding celebratory interpretations. It concludes that governance is a relevant variable for explaining the uneven performance of both cases, although it must be analyzed together with historical trajectory, market scale and national industrial policy.
