SITUATIONAL ANALYSIS AND PUBLIC HEALTH PLANNING: CONTRIBUTIONS OF HEALTH SURVEILLANCE INDICATORS

Abstract

This study aimed to analyze the contributions of health surveillance indicators to situational analysis and public health planning from a multilevel perspective. It is an integrative literature review with a qualitative and analytical-interpretive approach, carried out in national and international databases and complemented by manual searching. Articles published between 2018 and 2026 in Portuguese and English addressing the relationship among health surveillance, indicators, situational analysis, planning, management, and decision-making were included. After identification, screening, and eligibility assessment, 12 articles composed the analytical corpus. Findings were organized into five thematic axes: indicators as a mediation between data, knowledge, and decision-making; contributions at the micro level; contributions at the meso level; contributions at the macro level; and multilevel interactions and integrated intervention strategies. The results showed that health surveillance indicators go beyond a merely descriptive function, operating as analytical and political-institutional devices that improve territorial assessment, reveal inequalities, guide priorities, and strengthen health system responsiveness. At the micro level, they supported the identification of risks and vulnerabilities; at the meso level, they contributed to management, monitoring, and institutional learning; and at the macro level, they highlighted inequalities and supported distributive and intergovernmental coordination decisions. It is concluded that indicators become more effective when linked to processes of interpretation, governance, and action, contributing to more responsive, integrated, and equity-oriented public health planning.
