ARBOVIRAL DISEASES IN PRIMARY HEALTH CARE: CHALLENGES FOR CLINICAL CARE AND TERRITORIAL SURVEILLANCE OF DENGUE, CHIKUNGUNYA AND ZIKA IN THE BRAZILIAN UNIFIED HEALTH SYSTEM

Objective: to critically analyze evidence produced between 2016 and 2026 on the clinical care and territorial surveillance of dengue, chikungunya and Zika in Primary Health Care (PHC), emphasizing implications for the organization of the Brazilian Unified Health System. Method: an integrative literature review reported in accordance with PRISMA 2020 recommendations. Original studies, service evaluations and technical and normative documents addressing care, notification, epidemiological surveillance, environmental surveillance and care coordination were considered. Results: the findings showed weaknesses in the standardization of care flows, risk stratification, clinical observation, differential diagnosis and continuity of care, particularly in persistent chikungunya and congenital Zika syndrome. Limitations were also identified in the quality and timeliness of notifications, integration between epidemiological and environmental surveillance, technological infrastructure and early territorial response. Conclusion: arbovirus control requires clinically resolutive and territorially oriented PHC, integrated with surveillance, supported by continuing education, qualified information systems, anticipatory planning and intersectoral action.
