Financial Sustainability Model and Waiver Policy

REMUNOM operates under a transparent and ethically grounded funding model aligned with international best practices in open-access scientific publishing. Its structure is designed to ensure long-term sustainability, editorial quality, and full independence in decision-making.

The journal’s revenue structure follows a hybrid model that balances institutional support and author contributions, ensuring that editorial decisions are based solely on scientific merit.

 Institutional Support

The majority of the journal’s operational costs — including Open Journal Systems (OJS) platform maintenance, website hosting, digital preservation, indexing processes in national and international databases, and DOI registration — are funded by the publisher, Unified Journals Network (UJN).

This institutional support constitutes the foundation of REMUNOM’s commitment to high-quality open-access scientific dissemination.

 Article Processing Charges (APC)

To complement institutional funding and ensure long-term financial sustainability, part of the editorial costs is covered through an Article Processing Charge (APC).

The APC is requested only after final acceptance of the manuscript following the peer-review process.

It is unequivocally emphasized that authors’ ability to pay does not influence, under any circumstance, the peer-review process or editorial decisions. Scientific merit remains the sole criterion guiding acceptance.


Waiver and Inclusion Policy

REMUNOM is committed to fostering equity, diversity, and inclusion in scientific publishing. We acknowledge that APCs may represent a financial barrier for some researchers, particularly those without institutional funding or research grants.

For this reason, the journal offers full or partial fee waivers upon careful evaluation.

 Eligibility Criteria

Waivers may be granted primarily to authors who fall into one of the following categories:

  • Authors from Low-Income Countries
    Corresponding authors affiliated with countries classified by the World Bank as low-income economies.

  • Unfunded Graduate Students
    Master’s or doctoral students serving as primary authors who do not receive scholarships or research funding.

  • Independent Researchers
    Researchers without formal institutional affiliation who can demonstrate the absence of funding sources.

 How to Apply

Waiver requests must be submitted at the time of manuscript submission through a separate cover letter addressed to the Editor-in-Chief.

The letter must:

  • Justify the request based on the eligibility criteria;

  • Formally declare the absence of available funding.

All requests are evaluated confidentially and independently from the peer-review process. A waiver request has no influence whatsoever on editorial decisions.


This funding structure allows REMUNOM to maintain full and immediate open access to all published content, reinforcing its commitment to the global Open Access movement and the democratization of scientific knowledge.
