FROM RAILWAY TO ROAD: MODAL TRANSITION AND ITS IMPLICATIONS FOR ROAD MANAGEMENT IN MINAS GERAIS

This article analyzes the transition from rail to road transportation in Minas Gerais and its implications for state road management, contextualizing the creation and consolidation of the Minas Gerais Highway Department (DER-MG). The research investigates the period between 1869 and 1970, covering railway expansion, its decline, and the rise of highways as the main means of transportation. Through bibliographic review and documentary analysis, the study examines political, economic, and technical factors that motivated this modal transformation. The results show that the transition consolidated the Brazilian road-centered model, demanding the structuring of specialized state agencies for road management. It is concluded that DER-MG emerged as an institutional response to new infrastructure needs, reflecting changes in transportation public policies that still influence contemporary road management.
