PROTEÇÃO ANIMAL: A INEFICIÊNCIA DAS POLÍTICAS PÚBLICAS NO CONTROLE AOS ANIMAIS EM SITUAÇÃO DE RUA NO MUNICIPIO DE NOVO HORIZONTE DO OESTE-RO

Abstract

The main objective of this work is to analyze government public policies and non-governmental actions regarding the mistreatment and excessive reproduction of homeless animals in the municipality of Novo Horizonte do Oeste – RO. It is also necessary to observe non-governmental initiatives in favor of animal protection and the level of dissatisfaction in society regarding the issue. The methodology used was qualitative, based on interviews with people engaged in animal care actions. The research subjects were two public servants and a representative of organized civil society, who seek to alleviate the suffering of animals in a state of vulnerability, using their own resources, guaranteeing them a minimum of protection and care. To this end, the data analysis was combined with a theoretical methodological contribution, where the results obtained led us to the conclusion that a lot has to be done in the municipality of Novo Horizonte do Oeste – RO, with regard to public policies that aim to protect the homeless animals, as well as birth control and protection of these animals. There is a great need for effective actions, in addition to the creation of a Municipal Law that aims to solve this problem, including in that law, support for non-governmental actions, so that there is a new look at public management, with citizens satisfied with a management that provides care and protection for vulnerable animals and more humanized treatment, in the search for effective solutions for animals and society as a whole.
