Este artigo é fruto de uma reflexão acerca da construção histórica das politicas sociais no Brasil, para tanto foi utilizado como metodologia de pesquisa, a revisão bibliográfica de autores que dialogam com o tema e que buscam problematizar se no Estado brasileiro houve, em algum momento histórico um Estado de Bem Estar Social nos moldes das experiências Europeias, fundamentalmente a experiência Inglesa. Buscaremos analisar a construção das politicas sociais antes e depois da aprovação da carta constitucional de 1988, iremos ainda situar as politicas sociais no processo de implementação do modelo de gestão neoliberal implementado no Brasil no início dos anos de 1990.
