ALGORITMO COMO FRONTERA: SOBERANÍA DIGITAL Y LA NUEVA GEOPOLÍTICA DE LA INFORMACIÓN

El artículo analiza el fenómeno del nacionalismo algorítmico como una expresión contemporánea de la geopolítica de la información y de la colonialidad del poder mediada por sistemas de recomendación, plataformas digitales y gobernanza algorítmica. Se parte del reconocimiento de que los algoritmos han dejado de operar como herramientas técnicas neutrales para convertirse en infraestructuras estratégicas capaces de organizar la circulación de contenidos, modular la atención colectiva e influir en las dinámicas democráticas. El estudio articula aportes teóricos sobre el sesgo político algorítmico, investigaciones en comunicación sobre ingeniería psicosocial, microtargeting y desinformación y el análisis del caso TikTok entre Estados Unidos y China como hito empírico de la fragmentación algorítmica de internet. Se sostiene que la exigencia de versiones nacionales de algoritmos revela el surgimiento de una nueva forma de soberanía, en la cual el control de los modelos de IA se convierte en un tema de seguridad nacional y estabilidad democrática. Se argumenta, además, que este proceso profundiza las asimetrías globales, ya que los países del Sur Global permanecen como proveedores masivos de datos y usuarios de sistemas opacos, sin control efectivo sobre su gobernanza. Se concluye que el nacionalismo algorítmico reconfigura la disputa por el poder informacional, desplazando el centro de las relaciones internacionales hacia el dominio de los sistemas que estructuran la esfera pública digital.
