GESTÃO DEMOCRÁTICA E INOVAÇÃO NA ADMINISTRAÇÃO ESCOLAR: CAMINHOS PARA UMA EDUCAÇÃO PARTICIPATIVA

A administração escolar contemporânea exige uma transição de modelos centralizados para ecossistemas de governação democrática sustentados pela inovação. Este estudo, configurado como um ensaio teórico fundamentado numa revisão integrativa da literatura, analisa como a gestão participativa pode ser potencializada pela inteligência de dados. O objetivo central é investigar a eficácia da Engenharia de Decisão no desenho de fluxos administrativos que promovam a transparência e a inclusão real da comunidade. A metodologia seguiu o protocolo de seis etapas para revisões integrativas, analisando evidências colhidas entre 2021 e 2026. Os resultados demonstram que a aplicação de arquiteturas descentralizadas (Data Mesh) e práticas de MLOps administrativo permitem mitigar a dívida técnica burocrática e fortalecer os conselhos escolares. Conclui-se que a vantagem competitiva das instituições de ensino reside na capacidade de transformar a participação num ativo de governação ético, estável e tecnologicamente governado.
