COMO OS NOVOS PARADIGMAS NO MODELO DE ADMINISTRAÇÃO PÚBLICA PODEM CONTRIBUIR PARA O PRINCÍPIO DA EFICIÊNCIA

Este artigo objetiva demonstrar a importância do Princípio da Eficiência e a sua aplicação na Gestão Pública moderna. Serão abordados conceitos e sua aplicação e incorporação na administração de gestores públicos. Definitivamente, este é um assunto extremamente importante para a sociedade, dada à necessidade de a Administração Pública atender às demandas sociais de forma cada vez mais eficaz e eficiente. Ao analisar o tema, resta evidente que a sua discussão deve ser ampliada — ou aprofundada — de modo a oportunizar ajustes e uma efetiva aplicação do referido princípio pelos gestores públicos. O artigo ainda trará um breve relato acerca do princípio da eficiência tratado na Emenda Constitucional nº 19/1998. Dessa forma, apresentar-se-á as melhores formas de controle das ações públicas desenvolvidas e será apresentada a aplicação de modo o mais eficiente possível. É importante frisar que O Princípio da Eficiência, quando foi inserido na Constituição Federal, tinha por propósito transformar o modelo de administração, hoje extremamente burocrática, em uma administração gerencial fundamentada no neoliberalismo, defendendo o Estado mínimo e restringindo apenas ao interesse da coletividade social das diversas áreas sociais, culturais e educacionais.
