Diante da modernização da antiga Lei de Licitações (Lei nº 8.666/1993) e a nova Lei de Licitações (Lei nº 14.133/2021), o presente Trabalho de Conclusão de Curso (TCC) tem como objetivo realizar um estudo comparado entre essas duas leis, destacando as principais evoluções e mudanças introduzidas pela nova legislação. A pesquisa possui como metodologia uma revisão bibliográfica, qualitativa, de caráter exploratório, por meio de uma análise comparativa das leis e da literatura de autores que analisaram as legislações e sua historicidade, além de artigos correlatos ao tema, de forma conjunta ou isolada. O resultado desse estudo comparado permitiu identificar as inovações trazidas pela Lei nº 14.133/2021, proporcionando uma visão crítica e comparativa das duas legislações. Desse modo, conclui-se que essas alterações visam aprimorar a eficiência, transparência e economicidade nos processos licitatórios.
