COMPREHENSIVE PROTECTION IN VULNERABLE CONTEXTS: A CASE STUDY ON CHILD ABUSE AND THE REALIZATION OF HUMAN RIGHTS

Child violence is more frequent in peripheral areas because these locations have greater weaknesses in the realization of rights and a growing social inequality. This study aims to analyze the gap between norm and practice in the dynamics of sheltering girls in situations of social vulnerability, observing aspects related to coexistence, care, and the promotion of human rights. The methodological approach was a qualitative case study, using document analysis and participant observation over a six-month period during an extension practice at a shelter for girls who are victims of violence. Data analysis was conducted interpretively, seeking to identify convergences and divergences between legal provisions and their practical application. The results show that, although the institution presents formal alignment with the normative frameworks of comprehensive protection, the realization of rights faces limitations in daily life, especially due to structural factors such as the need for resources and dependence on donations. These elements reveal that the realization of human rights does not stem exclusively from the existence of legal norms, but from the articulation between public policies, institutional conditions, and social practices. It is concluded that the gap between norm and practice constitutes one of the main obstacles to the effective implementation of comprehensive protection, indicating the need for strategies that transcend the normative field and promote the concrete implementation of the rights of children and adolescents in contexts of social vulnerability.
