LICITAÇÃO PÚBLICA:
A IMPORTÂNCIA DO PROCEDIMENTO NA TRANSPARÊNCIA E COMBATE A VÍCIOS EM ATOS ADMINISTRATIVOS

O cenário político, e governamental, contemporâneo deixam cada vez evidente a premência de transparência e seriedade na administração pública, principalmente no âmbito de aquisições e contratações de terceiros. Visando sanar estas questões e combater logros no contexto, o Estado criou e implementou um mecanismo de controle e gestão de processos envolvendo dinheiro publico, a Licitação. Este método preliminar é utilizado sempre que a administração ou autoridade local necessita de contratar serviços ou adquirir bens, e tem como objetivo selecionar indiscriminadamente, mediante temos dispostos no edital correspondente, a proposta mais vantajosa ao interesse público. O processo licitatório garante a igualdade de oportunidades entre os interessados (cadastrados) evitando favoritismos, aplanamentos e apadrinhamentos. Este artigo tem objetivo, por meio de pesquisas bibliográficas, teorizar de maneira substancial o processo licitatório, abordando tópicos essenciais ao entendimento, como o procedimento, princípios, modalidades, e enfatizar a importância do mesmo para manutenção da probidade na administração pública.
