ENGAJAMENTO SOCIAL E COMUNICAÇÃO DIGITAL NO PLANO PIAUÍ 2030: TRANSPARÊNCIA, ACCOUNTABILITY E GOVERNANÇA DEMOCRÁTICA NO CONTEXTO SUBNACIONAL BRASILEIRO

O presente artigo resulta do projeto de pesquisa de mestrado intitulado Engajamento Social e Comunicação Digital no Plano Piauí 2030: o espaço virtual como estratégia de governança sustentável e parte da premissa de que a transformação digital da administração pública demanda novas formas de comunicação e participação social capazes de promover transparência, responsabilidade e engajamento cívico. O estudo propõe análise teórica da criação do Espaço Virtual do Plano Piauí 2030, concebido como estratégia potencial de governança pública sustentável, articulando tecnologia, cidadania e gestão democrática. O objetivo consiste em examinar o potencial de uma plataforma digital voltada ao acompanhamento das metas do plano e ao fortalecimento da accountability governamental. Adota-se metodologia qualitativa e exploratória, baseada em revisão sistemática de literatura e análise documental. Os resultados indicam que, embora o Espaço Virtual ainda não tenha sido implementado, a proposta apresenta potencial para constituir ambiente de integração entre governo e sociedade, favorecendo acesso à informação, controle social e confiança institucional. Conclui-se que, uma vez desenvolvido, poderá consolidar-se como instrumento inovador de governança digital, contribuindo para o fortalecimento da gestão pública participativa e para o alcance das metas do desenvolvimento sustentável no estado do Piauí.
