FORMACIÓN DE FUNCIONARIOS COMO PILAR DE LA GOBERNANZA DIGITAL EN EL MINISTERIO DE EDUCACIÓN DE BRASIL

El estudio analiza la formación estratégica de los funcionarios como pilar central de la gobernanza digital en el Ministerio de Educación (MEC). Destaca que la transformación digital es también un proceso cultural y organizativo que requiere personal cualificado. El análisis de la Acción Presupuestaria 4572 indica avances en las iniciativas de formación, pero revela desafíos en la ejecución del presupuesto. Se propone un modelo matemático de optimización para la asignación estratégica de recursos, adaptable a diferentes escenarios fiscales, con el objetivo de maximizar los resultados de la formación y la relación costo-beneficio. El propósito es alinear las inversiones en formación con los objetivos de la Estrategia de Gobierno Digital y del Plan Brasileño de Inteligencia Artificial, garantizando el uso eficiente de los recursos públicos para fortalecer la madurez digital del MEC y mejorar la prestación de servicios a la sociedad.
