STAGES OF IMPLEMENTATION OF THE FOOD ACQUISITION PROGRAM (PAA) IN PARINTINS-AM: PROCESSES, STRATEGIES, AND OUTCOMES IN AN AMAZONIAN CONTEXT

This study analyzes the implementation of the Food Acquisition Program (PAA) in the municipality of Parintins, Amazonas, Brazil, focusing on local public governance arrangements, situated state capacities, and the operational dynamics of the policy in an Amazonian context. The research adopts a qualitative approach of a documentary and exploratory nature, based on the analysis of institutional documents and semi-structured interviews with public managers directly involved in program implementation. The findings indicate that the effectiveness of the PAA does not result solely from its normative design, but from the interaction between local administrative capacities, institutional arrangements, and territorial logistical conditions. A hybrid implementation model is observed, combining top-down directives with bottom-up adaptations, alongside a centralized governance arrangement characterized by low social participation and limited institutionalization of collective organizations. The dependence on federal resources and the fragility of coordination and evaluation mechanisms reveal structural challenges to the sustainability of the policy at the municipal level. The study contributes by demonstrating that, in Amazonian contexts, the implementation of decentralized policies strongly depends on situated state capacities and the construction of adaptive institutional arrangements, reinforcing the importance of strengthening local governance and social participation for the consolidation of public policies aimed at family farming.
