THE POMBA RIVER IN THE TERRITORY OF SANTO ANTÔNIO DE PÁDUA/RJ: SPECIFICITIES OF THE URBAN SPACE

This study analyzes the territorial configuration of the municipality of Santo Antônio de Pádua, located in the Northwestern Region of the State of Rio de Janeiro, based on a documentary analysis grounded in the Municipal Master Plan and Brazilian environmental legislation, with emphasis on the role of the Pomba River in shaping urban space. The investigation articulates the normative dimension with theoretical frameworks on territory that enable the understanding of space as a product of power relations, social appropriation, and multiterritoriality. The study highlights that the occupation along the banks of the Pomba River, while constituting an element of economic and cultural centrality, has generated significant environmental impacts, requiring management instruments capable of reconciling preservation, urban development, and historical valorization. The analysis also demonstrates, however, that tensions persist between economic interests and the need for environmental protection, revealing the challenges of implementing sustainable urban planning in medium-sized cities distant from major metropolitan centers.
