EL RÍO POMBA EN EL TERRITORIO DE SANTO ANTÔNIO DE PÁDUA/RJ: LAS ESPECIFICIDADES DEL ESPACIO URBANO

Este estudio analiza la configuración territorial del municipio de Santo Antônio de Pádua, ubicado en la Región Noroeste del Estado de Río de Janeiro, a partir de un análisis documental fundamentado en el Plan Director Municipal y en la legislación ambiental brasileña, con énfasis en el papel del río Pomba en la estructuración del espacio urbano. La investigación articula la dimensión normativa con marcos teóricos sobre el territorio que permiten comprender el espacio como producto de relaciones de poder, apropiación social y multiterritorialidad. El estudio evidencia que la ocupación de las márgenes del río Pomba, aunque constituye un elemento de centralidad económica y cultural, ha generado impactos ambientales relevantes, lo que demanda instrumentos de gestión que concilien preservación, desarrollo urbano y valorización histórica. Sin embargo, el análisis demuestra que persisten tensiones entre intereses económicos y la necesidad de salvaguarda ambiental, lo que revela los desafíos de implementar una planificación urbana sostenible en ciudades de mediano porte alejadas de los grandes centros metropolitanos.
