FUNDAMENTAL RIGHT TO HEALTH AND WAITING TIME IN THE BRAZILIAN PUBLIC HEALTH SYSTEM (SUS): AN ANALYSIS OF THE REALITY IN MANAUS, AMAZONAS

Delays in consultations, examinations, surgeries, and medication supply within the Brazilian Unified Health System (Sistema Único de Saúde, SUS) represent one of the main challenges faced by public health management in Brazil, especially in regions marked by structural limitations and logistical difficulties, such as Manaus, Amazonas. This study aimed to analyze the factors related to healthcare delays in the SUS, identifying their administrative, social, and legal impacts within the Amazonian context. The research is characterized as a qualitative, descriptive, and exploratory literature review, developed through the analysis of recent scientific articles and official institutional documents related to healthcare regulation, health judicialization, hospital management, and waiting lists in the SUS. The results demonstrated that delays in healthcare services stem from multifactorial causes, including insufficient availability of specialized services, regulatory weaknesses, concentration of healthcare services in Manaus, regional logistical difficulties, and administrative limitations related to queue management. It was also observed that healthcare delays contribute to worsening patients’ clinical conditions, increasing health judicialization, and intensifying the overload of the public healthcare network. It is concluded that addressing this issue requires strengthening public management, expanding healthcare infrastructure, and modernizing regulatory mechanisms in order to ensure greater effectiveness of the fundamental right to health in the Amazon region.
