RADAR SOCIAL: MÉTRICA DE PREPARACIÓN PARA LA INNOVACIÓN SOCIAL DESDE LA PERSPECTIVA DE LA PROPIEDAD INTELECTUAL Y TRANSFERENCIA DE TECNOLOGÍA

Resumen

El presente artículo investiga la estructuración de métricas de madurez aplicadas a la Innovación Social (IS). El estudio parte de la crítica a las ineficiencias alocativas de la "miopía" del impacto social y la ausencia de parámetros de madurez sociotécnica comparables al Technology Readiness Level (TRL) en el contexto de la Propiedad Intelectual (PI). El objetivo consiste en analizar la arquitectura de la plataforma Radar Social, una innovación tecnológica fundamentada en el marco Social Readiness Level (SRL). Metodológicamente, se adoptó un enfoque cualitativo, articulando los polos epistemológico, teórico, morfológico y técnico para asegurar el análisis de la intersección entre la medición de madurez, la paradoja de la privatización del conocimiento y los marcos regulatorios de la Ley de Propiedad Intelectual, demostrando que los institutos del Secreto Industrial operan como mecanismos de valoración de activos intangibles y transferencia de tecnología social. El estudio indica que la instrumentación de métricas SRL en herramientas como el Radar Social provee a las Instituciones Científicas, Tecnológicas y de Innovación (ICT) y al ecosistema de emprendimiento de impacto una estructura de gobernanza basada en evidencias para la gestión y valoración de activos. Se concluye que el modelo tecnológico asegura la eficacia y la seguridad de las inversiones en innovaciones de valor socioeconómico.
