RADAR SOCIAL: FERRAMENTA DE AVALIAÇÃO DE MATURIDADE PARA A INOVAÇÃO SOCIAL SOB A PERSPECTIVA DA PROPRIEDADE INTELECTUAL E TRANSFERÊNCIA DE TECNOLOGIA

A Inovação Social (IS) representa resposta às assimetrias socioeconômicas e crises contemporâneas, ainda que persista a ausência de ferramentas de maturidade aplicadas ao seu contexto. Enquanto inovações tecnológicas dispõem de escalas consolidadas de prontidão, a Inovação Social carece de instrumentos metodologicamente equivalentes capazes de diagnosticar o grau de maturidade de uma iniciativa para viabilizar escalabilidade. O presente artigo apresenta o desenvolvimento e operacionalização da ferramenta Radar Social, fundamentada na metodologia Social Readiness Level (SRL), articulando revisão sistemática de literatura (1970–2024), pesquisa documental de marcos regulatórios e simulação de aplicação prática em violência de gênero. A ferramenta Radar Social estrutura uma matriz multinível de avaliação que opera em três fases e nove níveis de maturidade, cada nível dotado de indicadores mensuráveis. A operacionalização é demonstrada por meio de simulação aplicada. A instrumentalização de métricas SRL em ferramentas como o Radar Social oferece potencial para Instituições Científicas e Tecnológicas (ICTs) e ecossistemas de empreendedorismo de impacto, provendo estrutura de governança baseada em evidências para gestão e valoração de ativos intangíveis que articulam conhecimento comunitário, tecnologia e processos participativos. O estudo mapeia limitações da mensuração de processos sociais, governança de dados e mecanismos de proteção do conhecimento. Conclui-se que a ferramenta proposta, quando integrada a mecanismos de participação comunitária, pode contribuir tanto para alocação mais assertiva de capital social quanto para reconfiguração de salvaguardas contra apropriação indevida do conhecimento.
